This appears to be a vintage souvenir brooch, probably dating from around the 1960s–1980s.
The oval centre looks like a ceramic/porcelain cabochon with a sepia-brown transfer image of a traditional Dutch windmill landscape, set into an ornate gold-tone openwork metal frame. The back has a traditional pin and hook-style fastening.
There is visible age-related wear, including fine crazing/crackle lines on the glazed ceramic surface, light marks and some wear/tarnishing to the metal. This actually gives it a nice genuine vintage vibe.
